- Protecting small and large businesses from frivolous environmental lawsuit expense sounds like good legislation to me. Zoning laws should prevent a next door neighbor from putting in a livestock operation next door to you. If you live in an area zoned for agriculture then you should expect farm odors. If you don't like it, then live where it is not zoned agriculture. As far as a mega livestock operation is concerned, they should be subject to the same type of environmental regulations as large manufacturing plants.
