- Well, of course she was the most quallifed candidate! Afterall, she's been a reporter for a small town newspaper for 25 years, and has taken a few college level finance courses--what else could she possibly need need to know to be a budget/finance specialist? The problem is that no "real" finance or accounting professional with any credible experience wants to work for any agency that employs a bunch of underqualified individuals who don't want to work harder to get the job done right. (BTW--cost accounting is geared more towards a manufacturing environment, not government agencies which generally deal with funds. I'm sure that cost accounting class will be very useful to her in this position.)
