Individuals have found, in the past 30 years, how to legally steal all that public money that used to go to educate students at Hoosier universities. Now most of the money goes to support the administrators who "run" the place. The administrators have absolutely no oversight whatsoever. They get billions of dollars and no one asks why or where.
No one knows if there is any real need for more money. No one has ever audited or had any financials of how the campuses are spending their money. (Everyone has always taken the word of the administrators -- the very ones who are overspending.)
Finally, the regional campuses can have any amount of money per student the legislature wants. The problem is that the hacks we have had in Indianapolis have never gotten a tax dollar back up here; unless they could steal it. That is why the regional campuses, each of which is a line item in the budget, cannot count on support from our own representatives.
