If David Gibbs is acting as a defense attorney for the church against the lawsuits that are going to follow, why is he trying to force people to come to him and report the crimes instead of the police?

Why isn't he telling people to call the police if they have any information at all? And isn't it a crime for people in certain positions of authority to withhold evidence of child abuse like the deacons did? Like David Gibbs is telling the congregation to do?
