Lakeshore, would the facts change had this been a 78 year old average citizen? The guy had a medical "event" that caused him to crash. And as for low blood sugar, diabetics can give off a sweet smell to their breath that mimics an alcohol smell. And no; driving into a bldg does not constitute probable cause. Bloodshot eyes, smell of intoxicants on the breath, slurred speech etc, are indicators. Your username surely betrays you as your posts show NO commonsense. That's a lot of ground to cover along with multiple stations to check. Not sure how may Officers they have working a shift, but they are not as large a Dept. as you may think. Maybe 20-30 Officers, to cover 3 shifts; providning they work 8's instead of 12's.
