  6. Gary is just like that burned out apartment building. Do you invest in repairing it? If you did,
    would anyone want to live there? Or do you just bring in the wrecking ball and bulldozers?
    The point is, the residents home was ruined by their own people, people they knew. And mostly innocent residents had to suffer. Even if the apartment were repaired, residents probably would not be safe there- just like in Gary.
