  1. NICS checks at gun shows are only required to be performed be a liscenced gun dealer at a gun show. Persons selling items from their "personal collection" do not need an FFL nor do the need to perform a background check.

    An FFL is required for people who make a business out of buying and selling firearms. (Up to the interpreation of the ATF)
