I know for a fact that they have taken in students that other Gary schools have kicked out, been lied to, and had their rights and IEP (for learning disabilities and other disabilities) discarded. They trample the rights of the students and make them leave for charter schools. With many of these students off the books, the school's average test scores increase without actually improving their education. Plus charter schools are held to the same rules for enrollment as any other school. I failed to see anywhere in the report where Ball State accused CSOTD of not accepting children with poor grades and / or learning diasabilites. If that was the case, their performance scores should have been high enough to please the people who make decisions. It is quite obvious that CSOTD takes in students who have historically low standardized test scores. They have shown great growth in their test scores. So if they only take the best and the brightest AND have shown great growth over the past couple of years, how could they still be underperforming based on test scores?

- I agree that charter schools are not for everyone. They do offer a choice. I enrolled my daughter in a charter school because her public school refused to follow her IEP. They looked for reasons why they should kick her out of school. Her new school finds ways to keep her in school. Let's face it, parents do not pull their students out of public schools when they are getting straight "A's" and starring for the basketball team. These students typically stay where they are. Charter schools get kids who need a second chance, a new lease on life, or a fresh approach. While they may not always measure up to other district's scores on ISTEP, they typically show a great deal of growth.
