- Why is the mayor so anti-fire? I agree that the FD can use a better promotion structure, but by privatizing the EMS service the city will lose FFs that are figured into its ISO ratio and will see a decrease in the ISO rating. This decrease will result in higher homeowner insurance premiums and business insurance will go through the roof. If you don't believe, study how ISO ratings are assigned and ask any insurance agent. The job of mayor should only be a part-time job. In Mesa, AZ, a city that is 20 times larger than Hobart, the mayor makes $37K, whereas Hobart's mayor makes $62K. Why? Larger cities use a part-time council and make great use of citizen advisory boards that review issues and make recommendations to the council for their final vote. However, these boards are all citizens. Why does Hobart insist on having a council member or the mayor on each board? It appears that they want to steer things the way they want them to be. With regards to the EMS service, it seems that if they raise their rates to be more in line with private companies then they may be better able to cover costs. They can still charge less, since they are not looking to turn a profit. Another area that they could cut costs is by making the city attorney a salaried employee instead of allowing him to charge by the hour (if this has not yet been done). During the last election, it was shown that in his first term, Snedecor had spent something like $450,000 in attorney fees for the city attorney. This could be cut to a salaried level based upon how much time the city attorney will be spending on the job. Most other cities do this and it works better for the city, as they have a set amount for the year.
