Gary as a city needs to be dissolved. Have the county provide the needed services like an unincorporated area. This would save millions and millions from operating wasted, disfunctional, and needless layers of government. It just makes sense at this point.

I would put money that these were not hostages, just an extra 4 hours to get high before going to county. If I am wrong then there will be additional charges. Remember this thug's name, you will see it in the news again 10-15-20-30 years from now, depending on the Carter plea deal that gets worked out.
