CROWN POINT — The Lake County prosecutor's office is seeking to dismiss charges against four men accused of shooting a 54-year-old man last year in Hammond.

The victim refused to cooperate in the prosecution of Alan L. Ross, 22, Saivion T. Covington, 24, Jovan Covington, 25,  and Shaquille R. Covington, 24, all of Hammond, court records show. The three Covingtons are cousins, police said.

A witness, a relative of the victim, now claims he has no memory of the alleged events, Lake Criminal Court records say.

The victim told police he was with his son in the 1000 block of Drackert Street on March 27, 2018, when they were confronted on their porch by the Covingtons. There had been an earlier fight between his son and the mother of his son's three children, a relative of the Covingtons, according to court records.

The man told police Ross began shooting at him from across the street, which prompted the cousins to begin shooting.

Saivion Covington was transported later that afternoon to Community Hospital in Munster for a gunshot wound to the groin.

The case isn't the first time charges against Ross have been dismissed.

Ross and Joseph A. Pleasure, of East Chicago, each were charged in July 2014 with attempted murder and robbery on allegations they shot a mother and her two teenage daughters July 27, 2014, in Hammond.

They were accused of robbing the mother, who traveled to Hammond after arranging on Facebook to buy a cellphone.

Lake County prosecutors dropped the charges in September 2014.

Pleasure was later indicted on similar charges in U.S. District Court in Hammond, but federal charges against Ross were not filed.

Pleasure was sentenced in August 2014 to more than five years in prison and ordered to pay $147,508 in restitution, records show.
